Watch FAR Part 10 explained
An agency’s market-research request is an opportunity to provide useful information. A generic brochure can miss the question the buyer is trying to answer.
Understand the issue
Part 10 addresses Government market research before acquisition decisions. The research helps agencies understand available capabilities and commercial solutions. The overhaul model calls for responsible industry exchanges without unfair competitive advantage and for requests limited to the information needed for the specified determinations.
Check the version before using the reference
Before applying a section number, threshold, or procedure, check the current FAR, the agency’s applicable deviation, and the actual solicitation or contract. The FAR overhaul model is not automatically applicable to every agency action. This article distinguishes the codified text from model-deviation coverage. Codified 10.003 is a contract-clause prescription. In the model, market-research requirements appear at 10.001 and the clause prescription at 10.002.
Avoid the shortcut
An RFI or sources-sought response is not automatically an offer or a commitment to buy. Two companies responding does not, by itself, establish every condition for a particular small-business strategy. Follow the actual notice and the rules that apply to the acquisition.
A hypothetical business example
A hypothetical logistics company receives a sources-sought notice asking about regional coverage and implementation lead time. It answers those questions directly, identifies relevant experience, describes substantiated capacity, and labels limitations. It separates current capabilities from capabilities it could develop. The example does not predict how the agency will structure a later competition.
A practical readiness exercise
Build a response matrix using the notice’s actual questions. Pair each requested point with a concise answer, supporting evidence, any assumption or limitation, and an owner who can verify it. Observe page limits, submission instructions, and markings. Avoid sending unnecessary proprietary or sensitive information. Take a generic capability paragraph and rewrite it to answer one specific market-research question. Replace unsupported adjectives with a relevant fact. Explain what the evidence demonstrates and where it stops. A smaller, well-supported answer can be more useful than a lengthy document that never addresses the question.
Make the next decision clearer
Useful market-research participation makes the Government’s information better and makes your own capability claims more precise. GovAssessment™ provides a structured business-readiness baseline based on your responses. Score Only includes the overall GovSuccess Score, readiness category, core pillar results, and separately reported GovSecure readiness. It does not certify compliance, determine contractor responsibility, or guarantee an award. Choose the level of review that fits the decision you need to make.
